Watering Restrictions Go Into Effect on April 1

It's no April Fool's Day Joke.  Strict Watering Restrictions go into effect on April 1st.

From the City of Lubbock website:
The City is not running out of water. We have a long-term supply of water. The City needs to implement Stage 2 of its Drought Contingency Plan as a precautionary measure due to two major factors. First, the City will have less water available through the summer months than it did last year due to Lake Meredith’s water supply being exhausted in 2011 and Lake Alan Henry’s water supply not becoming available until the end of 2012. The gap in water supplies results in less water available this summer to handle peak the water demand. Second, meteorologists predict we will have another hot, dry summer resulting in above average water demand. Water restrictions starting on April 1st, focus on reducing and spreading out landscape irrigation times. About 50% of our water use during the summer months goes to irrigate our landscape. These restrictions will remain in place until the Lake Alan Henry water supply is functional. Until that time, we are asking all customers to take extra steps to use less water."

Current Restrictions

 

The following restrictions shall apply:

 

Landscape irrigation may occur only between the hours of 6:00 p.m.–10:00 a.m. from April 1-Sept. 30.

 

Landscape irrigation is restricted to one day per week. Irrigation schedules will be based on the last digit of the address: 

• 1 – Tuesday
• 2 – Wednesday
• 3/4 – Thursday
• 5/6 – Friday
• 7/8 – Saturday
• 9/0 – Sunday

 For example, 110 Main Street will water on Sunday

 73 Pine Avenue will water on Thursday

 5616 122nd Street will water on Friday

 

Irrigation shall provide a maximum of 1.5 inches per zone per week.

 

Winter irrigation may only occur when temperatures are above 35°F so as not to cause a freezing hazard and shall provide a maximum of 1.0 inch per zone per month for dormant grasses (i.e., Bermuda) and 1.0 inch per zone every two weeks for cool season grasses (i.e., Fescue).

 

Irrigation shall occur without significant water runoff, which can be accomplished by correctly cycling the sprinkler system and allowing time for the water to soak into the landscape between irrigation events.

 

Water customers will refrain from or significantly limit aesthetic and non-essential water use. Water shall not be used to wash down hard surfaced areas, including without limitation, sidewalks, parking lots, gutters and patios. Water shall not be used for dust control. However, water may be used for road construction or to clean surfaces for painting.

 

Hand watering for landscape irrigation purposes is allowed on a daily basis regardless of the time of the year.

 

New plant material may be irrigated on a more frequent basis until the new plant material is established. For further instructions on this please call the Water Resources Deparment at (806) 775-3596.

City Relations:

Mary Vines reports that the city expects to have enough money from the bond measure to provide some of the aesthetic improvements to 34^th Street.  Feb 14 will be a groundbreaking event and the section of 34^th Street between University and Indiana will be the starting point.

Aesthetics Report- Need volunteers

Pavilion Report- Gazebo going in as a compromise per general meeting vote in Oct meeting

Social Committee Report:

Need volunteers.  Movies in the park is likely to be out due to inflatable ordinance that passed in the fall.

Safety Committee Report- Tour de Tech Terrace continues to come above ground and provide information to LPD to improve safety. 

Communications Committee Report- Neighborhood currently has a Facebook page and is working on a neighborhood blog.  Paper newsletter will continue in the spring.

Dog Park Discussion- The issue of dogs being off-leash in Tech Terrace Park was raised and discussed, citing the safety concerns that some residents have, the desire for the social benefits (for both the dogs and dog owners), and the actual wording of the city ordinance leash law. A compromise was suggested that might involve proposing a new ordinance that allows dogs to be off-leash during certain hours of the day only. This idea met with favor and it was suggested that the dog park subcommittee should investigate its feasibility.

New Business-

Sarah Duncan asked the NA to support the movement to keep block scheduling at LHS as it is conducive to the LEAP Program the NA helped encourage in the 1970’s.  She encouraged individuals to write the Board of Trustees for LISD.

Mary Vines moved that a letter from the NA be sent to LISD in support of the LEAP program and a bell schedule that would best fit that program.

Sandy Anderson suggested that the letter be sent to each member of the Board of Trustees.

Little ghosts, zombies and vampires will invade Tech Terrace on Halloween.  It is customary to leave your porch light on if you want trick or treaters.  Please drive slow as there will be a lot of children hitting the streets.

There's a general neighborhood association meeting Thursday night, at 6 PM, at Forrest Heights United Methodist Church. Here's the agenda: Proposed changes to the new by-laws, including bringing back the summer meeting and moving the annual meeting to April (instead of October); election of interim officers (to be explained at the meeting); Wagner Park pavilion update; need for committee chairs and the future of the Holiday Home Tour and Movies in the Park; enforcement of leash laws in Tech Terrace Park. Be there or be square.

UNIT Neighborhood Association Meeting This Week

The UNIT Neighborhood Association meets this Thursday at Forrest Heights Methodist Church at 3007 33rd Street starting at 6:00 PM.

Roscoe Wilson Fall Festival This Saturday

Roscoe Wilson Elementary School will host its annual Fall Festival this Saturday from 11-2.  Wristbands will be required for particpation in the various games and activities and are on sale now at Roscoe Wilson before and after school for $5 each.  There will also be food and silent auction.

Loose Dogs

UNIT News received the following email from a concerned neighbor:

This morning I had a pretty big altercation with 2 dogs that were loose and tried to kill a neighbor's cat.  Seems like a reminder in blog form or even door to door fliers might be appropriate to remind neighbors to leash their dogs.

Loose dogs roaming the neighborhood have presented problems in the past.  If you see a stray dog call Animal Services by using the 311.

Attempted Kidnapping Near UNIT

UNIT News received the following Crime Alert

Kidnapping Suspect from 09/09/11  around 5:00 PM near the 2200 block of 26th St.



White male, Bald, mid 30's, approx 5'6"/5'7", heavy set (obese), wearing black rectangle framed prescription glasses, smelled of heavy smoke.


Driving a white minivan, the rear window appeared tinted and the tint was peeling on the left side, the side windows were possibly not tinted or lightly tinted, a black stripe on the lower area of the van on the sides with a grey toddler style carseat on the middle seat closer to the passenger side. Suspect approached a 15 yo female and grabbed her. Female was able to escape.

LISD Band Marches in Neighborhood

The LISD Rose Bowl Parade Band marched in the Tech Terrace/UNIT neighborhood on Saturday morning to raise funds for their trip to Pasadena next January.

Keep tabs on your dogs

Our beloved dog, Bear, passed away suddenly on Sunday afternoon.  The vet at the Small Animal Emergency Clinic (very kind folks) said she had enough toxins in her system to kill three dogs.  We are positive she did not get into anything in the backyard so it appears she was intentionally poisoned.  This would not be the first case of dog poisoning in the neighborhood.  Keep an eye on your beloved pets.

The TTU Vernacular Music Center, celebrating its 10th year in Fall 2011, is a center for research, teaching, and advocacy in the world’s vernacular musics—those musics that are learned, taught, and passed on by ear and in the memory. In the 10 years since its foundation, the VMC has sponsored and partnered in hundreds of events across the TTU campus and around the region--concerts, workshops, guest lectures, dances—with a wide range of collaborating individuals and organizations.

At this open meeting, VMC organizers, staff, students, and ensemble representatives will be present to talk about what they do, to share information about the great events calendar planned for 2011-12, to announce several new initiatives, and to invite the community’s questions and suggestions. Wrangler Bike Safety Rodeo

The Wrangler Bike Safety Rodeo is a fun, interactive event that teaches basic safety skills, providing a foundation for riding independently in our community.

Date: September 24th, 2011

Time:
9:00-11:00 (Rodeo) Kids and parents learn about bicycle maintenance, Texas bike laws, and safe biking practices

11:00-12:00 (Neighborhood Roll) Kids and parents apply their learning on a supervised neighborhood ride (20 persons per group).

Location: Roscoe-Wilson Elementary School Playground and Tech Terrace neighborhood (for the Neighborhood Roll.)

Participants: Roscoe-Wilson Elementary students and their families

Requirements: Bring your bike and helmet and bike riding clothes. Drinks and snacks provided. Participants must sign a Release Form http://www.biketexas.org/en/component/docman/doc_download/80-release-form-template

Riders and families will learn, as they go through the course (maybe even more than once) the basics of: bike rules, helmet fitting, bike maintenance, basic riding skills and decision making on a course. Riders can then apply what they’ve learned on a supervised neighborhood roll. In groups of 20 or so (3 leaders per group on an identified course) students will use their new skills.

UNIT represented in Fourth on Broadway Parade

The Tech Terrace-UNIT mowers made their annual appearance in the Fourth on Broadway Parade.  They nicely represented the neighborhood taking third place in their division.

Codes Anyone?

Driving through the UNIT neighborhood on the morning of July 8th  I noticed this lovely sight at the SW corner of 21st and University, specifically 2503 21st. Street.

What you can't see behind the illegally parked Ford pickup is a bunch of trash and indoor furniture on the front porch.  This is an obvious Tech student rental.    Over the Fourth of July weekend the greek letters SAE were plastered above the front porch.  I am sure the national office of that fraternity would be proud to see that.   I called the 311 to initiate a Codes Enforcement Action and urge any other concerned resident to do the same.

There are some really nice homes in our neighborhood. UNIT News will feature more unique homes in the coming weeks.  If you are tired of scenes like this,  I urge you all not to sit on your hands, but take action with the tools available to you in order to preserve our neighborhood.  Call Codes Enforcement;  report instances of more than two unrelated people living in single family home; call the property owners and document reportable conditions, don't let thoughtless and rude behavior slide.
