It's Not Just Inappropriate, It's Illegal

There seems to be an epidemic of wrong-sided parking in the Tech Terrace/UNIT Neighborhood.  I don't know if it is apathy, laziness or ignorance.  Perhaps it's a combination of all three.  It is against the law to park with the driver side next to the sidewalk unless you are parked on a one way street; we have none in the neighborhood. I know neighbors who were almost in a head-on crash because some reckless driver drove across traffic to park improperly in haste.  It is especially bad along the north side of Tech Terrace Park.  And how about people who think it's okay to park on the grass at Wagner and Tech Terrace Parks?  Perhaps the fines for such offenses should be increased.  Residents should definitely be more observant and vigilante in reporting to deter future offenses.  I would like to start a dialog on this and other parking issues (Resident-Only Parking, limiting parking on 25th Street in front of Roscoe Wilson Elementary, and establishing more tow away zones such as the one on 21st and Gary).

Tech Terrace Running Group

The Tech Terrace Running Group meets at 6am Monday to Friday at 20th and Elgin and usually runs a 4 to 6 mile loop at an easy pace. Some runners meet at 8am several days also. Others meet around noon weekdays for speed work. Saturday run usually has a large group and splits off into different pace groups and some run longer. Sunday run is usually an easy pace. There is a walk/jog group meeting at 5pm Sunday at Tech Terrace Park at 23rd and Gary. E-mail jerry.dwyer@ttu.edu for details.

National Night Out Tuesday August 3rd/Registration for Events Tuesday June 1st

Lubbock United Neighborhood Association (LUNA) cordially invites Tech Terrace residents to attend the National Night Out Registration Meeting on Tuesday, June 1, 2010 at 7:00 p.m. at St. John’s United Methodist Church (1500 University Avenue).  National Night Out is a crime and drug prevention and awareness program intended for neighbors to network with local law enforcement and establish crime awareness and prevention protocols on their street.  This will be the only time to register your block's National Night Out event and to request city officials to attend and/or speak at your block party. Tiger Cubs Work Garden Bed in Tech Terrace Park

The Cub Scouts of Pack 536 worked the garden bed near 25th & Gary on Saturday morning.  The Cubs led by Shery Goodwin followed the direction of Celeste Yoshinobu in weeding, cleaning, planting herbs and placing fresh mulch in the garden bed.  Thank you Cubs.

Stamp Out Hunger Food Drive Saturday May 8th.



Received from neighbor Marliss Desens.  This Saturday is the "Stamp out Hunger" campaign. Letter Carriers, in addition to delivering your mail, will be collecting food for the South Plains food bank. Bicycle tour benefits from new rules, police presence

About eight months after the littering, Tasering of a Texas Tech student and the ultimate break up of the biannual bicycle ride Tour de Tech Terrace, the organizers hosted the spring tour largely without incident because of a stronger police presence and more rider awareness.

Sgt. Kelley Pirkle, with the Lubbock Police Department, said the main concern of officers at the event was the safety of people participating, including bicyclists getting in the way of traffic.

“I think when they get more intoxicated, the problems will increase with the level of intoxication,” he said.

Some riders yelled insults at the officers, but most were respectful and engaged in conversation with police.

However, many changes were instituted in the tour this year, including more crowd control to the side of the road, portable toilets at every other stop and the presence of Tech Terrace Neighborhood Association representatives.

Austin Keith, the organizer of the event, said about 600 people showed up for the event, compared to the 1,250 who showed up for the fall event.

The smaller size of the event is because he said he wanted to bring it back to its grassroots origins.

“It was always going to happen,” Keith said. “It’s just that this year we didn’t advertise publicly on the social networking pages.”

Although some bad publicity somewhat ruined the reputation of the tour at the last running, he said, he is hoping this tour will help it regain some of its legitimacy.

The fall tour got out of hand enough to draw complaints from Tech Terrace residents about littering, trampling yards and public urination. Police intervened and the tour officially was broken up after the eighth out of 10 stops.

The real controversy happened when a Tech student was pinned to the ground and Tasered by police, which was captured on a cell phone video by one of the participants in the ride.

Assistant Police Chief Thomas Esparza, who is in charge of the patrol division, said about 15 to 17 officers were patrolling the area for the safety of everyone involved this year.

Although he worries about safety in events like the tour, he said, most people seemed to be having a good time.

“I think everybody involved in this situation is a little more aware of what happened (in the fall),” Esparza said, “and is trying to keep it from happening again.”

Police officers in cars and on bicycles and motorcycles flanked the tour throughout the several hours, including a patrol car that brought up the rear of the pack, to keep an eye on the events.

Helen Liggett, a Tech Terrace Neighborhood Association representative joining in the tour, said she was there to act as a presence of support from the association and to help in any way possible.

She said rumors circulated that the association was not supportive of the tour, but she was there in part to help it remain safe.

The organizers also did a good job even though they were denied off-duty police officers and a permit for parade status, Liggett said.

The police officers at the event had the ability to arrest those participating, she said, but instead decided most of the time to issue citations and allow those people to continue in the tour.

“I have huge respect for what the police are doing,” Liggett said. “They are showing restraint, in my opinion.”

Keith said he and other volunteers tried to stay on top of the situation more this year and tried to help bicyclists realize they have a responsibility to stay safe and follow the law.

He said because word of mouth about the event spread so much, the group approached the neighborhood association saying they could not stop the event despite being denied a parade permit.

One student was arrested, Keith said, but he was told the student later was released a few blocks down the road instead of being taken to jail.

He will begin planning for the event as soon as possible, he said, in hopes to earn more sponsors for portable toilets, trash bins and he hopes he can attain a parade permit for the next running of the event.

What started as a small group of friends taking a bike ride through the neighborhood has now grown substantially in numbers. Hundreds turned out for the cycling, socializing, and charity event, the tour de tech terrace, that winds through the near campus neighborhood.


The tour has gotten quite a reputation after incidents like this last year, when video of an officer tasing an unruly participant was put on "you tube."

This year, organizers have partnered with members of a neighborhood association safety committee, to help spread the word that having fun should not infringe on the neighborhood's peace, safety or property.

Kevin Austin Keith, president of the Tour de Tech Terrace organization on LPD's presence: "they're here to do their job, i'm not gonna get in their way, i hope they view every case as a case by case individual basis.. i just hope that they students will take heed to their presence and control themselves."

Miriam Lockhart, TTNA Safety Committee Member: "i think it's a good think for police to be here, the student organization had tried to get the bicyclist police .. the off duty police ... they wanted support from the law officer, so this is a good thing for them to be here."

City Manager Leeann Dumbauld tells us permits were denied to Tour de Tech Terrace, mainly because of the property, traffic and public safety concerns that come with such a large, mobile crowd.

LPD tells us the event was fairly mild in comparison to last year, with only one arrest made for public intoxication.
